SB 451 -- ENERGY SET-ASIDE PROGRAM FUND SPONSOR: Goode (Mays, 50) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Utilities Regulation by a vote of 23 to 0. This bill revises the Energy Set-aside Program Fund to allow the Department of Natural Resources, after appropriation, to use fees or interest earned on the fund for the administration of its energy responsibilities and activities. Current law limits the use of fees or interest to the administration of certain loan programs. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the internal funding for important services provided by the Division of Energy would run short and that the bill helps the division pay for its services from the interest on the fund. The division has been streamlined, and the interest would pay for such services as energy efficiency services for state buildings. Testifying for the bill were Senator Goode; and Division of Energy of the Department of Natural Resources. OPPONENTS: There was no opposition voiced to the committee.
